Most countries have a "National Standards Laboratory" and most operate 
an atomic clock to provide a time and frequency standard.  Great Britain 
(MSF), Deutchland, and France (Bureau International des Poids et 
Mesures) all provide radio broadcasts of time signals.

GPS is available everywhere!
