The marketing hype is such in this area that most people who use the term mean a radio clock (including GPS), rather than a true, physically local, atomic clock. It's particularly used for VLF clocks, using the 1 baud slow time code (e.g. MSF, without the fine time signal). Such VLF clocks are not normally even corrected for light travel time.
