Perhaps NTPD is more concerned with accuracy than with speed of convergence. Others have complained that ntpd converges slowly following a cold start. I think that, clearly, it is best to run ntpd 24x7 if you want the correct time at all times. Some very modest hardware in terms of both hardware cost and power consumption can run NTPD very well indeed.
