No current NTP-stable release (i.e. up to 4.2.4p5) is usable as a Stand
Alone Orphan Mode Server.

NTP-dev releases starting with 4.2.5p101 are usable as a Stand Alone
Orphan Mode Server.

The client nodes have _no_ need for the Undisciplined Local Clock.
