When do you think that the prefer host should stop being used? The selection algorithm is being used at the return of each packet from each server. Should a host be ignored if the last volley did not get a packet back? What if its poll interval is 64 seconds and the alternative server's poll is 1024? If the prefer server's poll is 64 seconds, when reach goes to 0, its reftime might only be a little over 8 minutes ago, while a server's reftime that has a 1024 poll might be as much as 17 minutes while its reach is 377.
The whole point of the prefer keyword is to say "use this server as long as it is sane even if there are other better servers". Stale is not insane. Why bother with the prefer anyway?
