You are correct it's a relatively new flag.  I think it was documented
last spring but not working correctly until the middle of October:

Many thanks for that pointer. As my ntp GPS/PPS ref-clocks have been working well since I moved them to Windows, following your sterling work, I've not really needed to look at those pages.
