Is the above delta seen between Japanese and North American time
sources purely the delta between the outbound / return network path or
something else?

I'd say it is but you don't know for certain where any
path difference is having an effect, obvious guess is
the ones with largest delay.

Is it possible (or allowed even) to run "ntpq -p Japan"
and "ntpq -p NorthAmerica" to check what their billboards
are.
