Is the above delta seen between Japanese and North American time
sources purely the delta between the outbound / return network path or
something else?

AFAIK, there is no way to be sure! What is certain is that using
sources that distant from your site leaves plenty of room for error!
I try to use sources within 300 miles or less. My home system uses a
GPS receiver as its primary source. This will work in most "reasonable"
locations! It also provides extremely good accuracy!
