Hand setting is possible to about 30 seconds a year, as long as the machine is lightly loaded, has no aggressive power management, and is in an air conditioned computer room.

You can use a portable radio clock or wristwatch as the reference, and, with a bit of practice, can read the time to 200ms or batter against that, then baseline the drift over about a week and calibrate it out.
