ntpdate seems to be better?
There's something strange about your LAN if 9a) the delay is 29
milliseconds and (b) it varies so much.
If the line
server ntpgmtaceb iburst maxpoll 5
didn't work it may be that your NTP (ntpd 4.2.2p1) is too old for those
options. Try without the iburst.
