So even though ntpq -p does not show the * next to the LOCAL source,
will all the systems downstream still be served the time based on this
systems LOCAL clock?  Which is really what I am after.  I do not want
to modify source code if I do not have to.


Downstream systems are only ever served the value of the local clock. The local clock is controlled by the measurements from the upstream servers. This is true whether or not you have a local clock in the configuration. The offset value of the local clock is zero, by definition.
