While I'm far from an expert on NTP;

I'm certain there are several people who read / post here
 who have similar setups.

 I didn't notice you mentioning which NTP version number
  you were using (it might make a difference).



 I did responded to a previous post of yours.


  Did you try (read up on) tos ... cohort?

      will be accepted for the same stratum as the client.

  Did you try (or read up on) server ... prefer?

  Since you seemed to indicate just the GPS and one external
   stratum one server as sync sources, (and one of those
   often goes away?), increasing min sane (and min clock)
   doesn't seem like it would do you any good?
