Are you certain the electrical connection is correct, correct RS232 voltages and correct polarity. The polarity of the serial data and the control signals is reversed from each other. Can you place a scope on the PPS signal at the serial port. You problem looks to me as if either (1) there is not PPS signal) or (2) there is no interrupt handler (deriver) catching the PPS.
