That's just a short hand for setting a 10 minute step threshold with tinker. It makes slews unlikely, but it also turns off the kernel time discipline resulting in a 1 second see-saw in the offset and generally lower quality time keeping. The kernel time discipline is only supported for step thresholds of less than 500ms.

Setting a step threshold large enough to absorb a leap second will also turn off the kernel time discipline.
