Likely nothing.  I would watch the memory consumption by ntpq for a
hint of what is going on, or try it adding one or more -d options to
the ntpq command line to see exactly what's happening.  Hopefully with
enough patience it will complete, but it is challenged on busy
servers.

One idea would be to allow interrupting the list retrieval with ^C and
opt to display what's been retrieved, rather than continue to fight to
get the complete list at a moment in time.  It would also be useful to
have some regular status output so you aren't led to believe nothing
is happening when it's chugging along, perhaps showing the number of
entries in the ntpq list.

If you use the server-side filtering (such as mincount=3) you're much
less likely to have any issues.
