Better answer: Thanks to your report, as well as several others, I
found a bug that probably was responsible for mrulist not completing
for you. I also added progress indication, and the ability to
interrupt the gathering and display the entries so far retrieved.
I notice that it also takes a lot of time due to the name resolution
but that's something you can't help me :-)
ntpq's -n option suppresses the reverse lookups, showing IP addresses
instead. e.g. ntpq -nc "mrulist sort=avgint"
Except it makes it really difficult in figuring out which device is
which the output .
That aside the the order in the conf file (iirc) is maintained .

See http://bugs.ntp.org/2035 and please try with ntpq version
4.2.7p226 or later.
I had notice that p225 had changes to mrulist but I haven't had the
time to recompile and reflash my CF card with the new version.
I'll do it this weekend and report back.
Since the fix is entirely in ntpq, if it's easier, build and install
4.2.7p226 on a PC and try ntpq from that PC against your server:
ntpq -nc "mrulist sort=avgint" ntpserver
where ntpserver is the name or IP address of the server.
Cheers,
Dave Hart
