Why? What's wrong with w32time or, better, the reference ntpd?
Also, isn't Delphi interpreted?
I agree that the Windows port of the reference NTP would be a better
choice - I have some details about installation here:

Delphi is not interpreted, but produces machine code just like C/C++, and
it is as good as any of the other compiled languages.
