Perhaps an appropriate time time to mention my very simple program which 
will trace back and show where true (or false) leap second indications are 
coming from.  It used to be that you needed only one indication of leap to 
trigger NTP into action, and that could have been one single false 
indication, hence the need for the program.  Fortunately, more recent NTPs 
use a majority verdict (or similar) and avoid the single false indication.
