ntpd never "syncs to the hardware clock".

If you use the Undisciplined Local Clock driver (127.127.1.x) ntpd will
accept the kernel clock's notion of time and will pretend that it is
synced to a real time source. However ntpd will follow the kernel clock
as it drifts.
