Linux implementations, at least, will retain frequency corrections in
kernel discipline mode and lose them in user space discipline mode.
SIGKILL would bypass any take down action while
SIGTERM can be caught and used for dedicated "return to normal" actions.
Just asking as I too had run across clock galloping hord syndrome
when restarting ntpd in intermediate timed (1..3 minutes ) succession.
