Given the lack of reports of similar misbehavior on other processors and OSes, I think it's reasonable to presume this is evidence of more problems in NetBSD SPARC C runtime with floating point math. You might consider running ntpd on an x86 NetBSD machine as well, so you can more quickly identify and focus on SPARC-only issues.
