ntpdate does not like it either:

steve@stasis:~$ /usr/sbin/ntpdate -q 121.221.94.250
server 121.221.94.250, stratum 0, offset 0.000000, delay 0.00000
27 Aug 15:24:15 ntpdate[7383]: no server suitable for synchronization found

Neither does sntp:

steve@stasis:~$ sntp 121.221.94.250
sntp [email protected] Wed Aug 22 12:54:25 UTC 2012 (1)
kod_init_kod_db(): Cannot open KoD db file /var/db/ntp-kod
121.221.94.250 no response after 5 seconds

And it is blocking queries so we can't see if it's actually synced to
something:

steve@stasis:~$ ntpq -p 121.221.94.250
121.221.94.250: timed out, nothing received
***Request timed out
