ARe those virtual servers, or do they have control of the hardware (I
hae no idea what HM DL380G7 means). Recall that windows is not the best
architecture for timing.

How long had it been running for? If it is less than a few hours, this
has no bearing on the long term accuracy of the system. I note that the
delay is .195 ms, which says that your long term accuracy should be much
less than that.
