Not always. It's my config:

It's always sufficient. But it is not necessary. The real answer is that there is no one right set of settings.

restrict default kod limited nomodify nopeer notrap nomrulist
restrict 127.0.0.1
restrict ::1

Incidentally, nomrulist seems to be undocumented, although it does seem to be a reasonable privacy restriction (prevents access to a recent client list). nomodify is redundant, unless you have defined encryption keys and they may have been compromised.
