Not always. It's my config:

that there is no one right set of settings.

Incidentally, nomrulist seems to be undocumented, although it does seem
to be a reasonable privacy restriction (prevents access to a recent
client list). nomodify is redundant, unless you have defined encryption
keys and they may have been compromised.
