It didn't have any useable servers for two hours?
... and after two hours it was 741 seconds off?
Either your hardware / OS platform is worse than a sundial
that your gardener moves around all the time;
or some other process is screwing with the time.

Why not just start NTP with -g ?

Something or someone is screwing with your time.
... or it is a virtual server that sleeps a lot.
