That wouldn't generally be desirable, as, of many, the reason for this would be a temporary change in network asymmetry, which is something ntpd would not want to track.

Remember that offset is not the difference between true time, and the local clock time; it is the difference between measured time and local clock time. In many cases, the local clock is much more accurate than the measured time.
