I believe it depends on which windows. Perhaps later ones can be set up
to use utc as system time. Ealier versions were on local time.
All 32-bit and 64-bit versions of Windows, including all current
versions. Can't comment on the 13+ year old 16-bit versions (ending
with Windows ME).
