No, not on the Pi, but on other Linux systems.
A possible reason could be that a DHCP client running on the Pi has
received an NTP server address as DHCP option and modified ntpd's
configuration.
It depends on the Linux distri, how this supports DHCP's NTP server
option, and if this is enabled in the DHCP client configuration.
