I verified I had typed "milliseconds" on my plot rather than
'seconds'.

>From the docs, it says that PPS is ignored with this driver. When I
tried to configure a PPS driver, I get an error of the form

refclock ppsapi time_pps_create exec format error.

Now to track that down.
