Its obviously from the knowledge base article,
 that it is a problem with the M$ backup app,
 that occurs in many other situations not related to NTP.

I don't think NTP should be trying to solve bugs in a Microsoft product,
 that are not directly related to NTP.

I think the OP should follow M$'s Scenario 2 resolution.
