They should still have a low delay and low jitter, so should get
preferred over the remote servers when it comes to throwing out servers
because there are too many.
This is exactly what I had expected, too, but the problem was this did
*not* happen, and the 4 servers installed on remote sites showing high
jitter *did* overvote the 2 server installed on the local network which
provided much lower jitter but a different offset than the remote servers.
