Your not paying attention.  The provided ntp.conf in Wheezy is for
Debianized 4.2.6.  If you modify it for 4.2.7 *you* are using it
incorrectly as a model.  Since Debian stable doesn't come with 4.2.7 they
don't need to worry about the changes.

You can shout all you want, you're still wrong.  Two examples have been
provided showing that.
In both 4.2.6 and 4.2.7 if you use restrict lines you need the right ones.
Assuming you need restrictions at all these lines work with 4.2.[67]:

restrict default notrap nomodify nopeer noquery
restrict 127.0.0.1
restrict 192.168.0.0 mask 255.255.255.0 peer
pool ntp.l minpoll 3

Note the *absence* of "restrict source" -- output below.

2) Harlan has already said the documentation is weak in this regard and
there's an open bug about it.
3) I expect you to now recast your statements to appear as if this is what
you meant but it's too late.  Harlan may have been a bit casual in
terminology but you're just wrong.
