The recommendation is really a minimum for whatever the number of clients that you are servicing, 1 or 1000. Fortunately, you don’t need to have all the upstream servers in your shop, unless you don’t allow connections to the internet. If you do, then with the latest versions on NTP you can use the pool for a minimal config in your top level servers, and serve the other clients locally from them.
