The one at NIST is different: ftp://time.nist.gov/pub/leap-seconds.3535228800 The file at NIST is identical to the leap-seconds.list file at IETF referred to by Harlan Stenn. leap-seconds.3617308800 has an _earlier_ expiration date (27 days) and fewer comments.
