I understand but the udel doc and comments in the file itself say get
leap-seconds.list not leap-seconds.hard-to-predict-ntp-timestamp.  Every
previous specific reference becomes wrong when the next file is created.
The reason for leap-seconds.list is obvious -- why people post other things
is not.
