Among my (S1) clique of clocks the leading predictor of offset is network
connection not cpu.
As you might expect given the nature of NTP.

The gig attached clocks  are the best and USB ethernet is the currently the
worst.  WiFi and powerline networking are the worst of the bad.

The second leading predictor is software.  ntimed-client is better than NTP
on my more difficult S2 clients.

This is applies only to my Linux boxes.
