Depends. What are you doing which requires 1 second accuracy a year or 5 from now? Does it need to happen at a specific time, or a specific interval in the future?

Even with all the problems POSIX has with time, cron would still make it happened at a specific time, except possibly during a very short period when a leap second actually occurs. And if you need it at a specific interval in the future, the problem's still not particularly difficult. Many programs need to handle things which are indeterminate in the future.

Are you really unable to figure out how to do it, or are you trying to make a problem which doesn't really exist?

Note, that if you need 1 second accuracy a year or 5 out, then unless you have an atomic clock you will need some external time input to stay in sync. There's no reason that external time input can't also provide upcoming leap second info well in advance. Either an Internet connection or GPS connection will provide that easily.
