I've setup a NTP server with an OXCO and GPS PPS and it works great, however, after it's had time to stabilize the jitter for the PPS (and the system clock) is constant at 1.907us. I'm at a loss as to why it would have a constant jitter. Seems like jitter should move around. Here is a sample of the peerstats which show the constant jitter:
