The doc <http://support.ntp.org/bin/view/Support/ConfiguringNTP#Section_6.14.> 
says you have to, but it is describing a particular case where the config file 
is updated. 
If the file path directive is already there, would be a no brainer to add a 
check on the file now and again to see if it had changed. It seems an 
unnecessary constraint to have to restart ntpd in that case. I had a look at 
the source but see no indication that it can be dynamically updated.
