Using one pool line ntpd slowly increases the number of servers until it is happy but hasn't dropped any, not even an obviously rogue one. As DNS only returns 4 IP addresses that is the maximum it can start with and why it has to build up its numbers. Using multiple pool lines ntpd starts with more than it needs and after about 10 minutes starts dropping the ones it doesn't like. I restarted ntpd this morning. It solicited 13 servers all of which showed up in ntpq. After 10 minutes it started dropping servers. After 49 minutes it had dropped 7 servers.
