On Tuesday 7 July IERS issued Bulletin C #50 "NO leap second will be introduced at
the end of December 2015."
The bulletin(s) and history files are available under any of the URL
alternatives below, with http redirecting to https:

They also now provide an ntp subdirectory holding their own updated NTP
leap-seconds.list (sym link to their current leap-seconds.3645216000) under any
of the URL alternatives below, with http redirecting to https:

{http,https}://hpiers.obspm.fr/{iers,eoppc}/bul/bulc/ntp/
and a sources subdirectory under ntp, containing an updated sha hash checker
from Martin Burnicki.
NIST has not yet updated their leap-seconds files.
