We have seen variants of "secure handshake" in which the version was set
to a random number that identified an handshake encryption context at
the receiver. That seems like a completely legitimate usage, but IANA
registration would not make any sense whatsoever.
In short, network devices should expect to see versions of QUIC that are
not registered with IANA.
