We have just published -03 version for multipath quic extension:

03 version includes several modifications:
- Add more explanation on ACK delay, RTT computation for single PNS (PR#131)
- Fix value options and error handling for transport parameter enable_multipath
(PR#141 & #143)
- Add entry for the PATH_STATUS frame in IANA (PR#147)
- Add new implementation consideration on keepalive (PR#148)
