A few comments on the draft 

Minor : "For asymmetric link technologies, such as DOCSIS, LTE,".. I think one 
can add 5G here as well. 


Major ?: Section 6.4. One concern with this is that CE pattern that flips 
between CE and ECT(1) (50% marking probability) causes an ACK to be transmitted 
every 2nd packet. 
I see that it is the same rule in the accurate ECN draft and it appeared to 
give a 1:12 ACK ratio when we tested it with a 100Mhz BW 5G midband setup 
(~1.2Gbps throughput). 
And high pMark only accurs at low throughput anyway. So it may not be a concern 
after all, but here there be dragons. A mmWave connection that is in poor 
coverage may well be power limited in the uplink, so low DL troughput may be 
accompanied by even more restricted UL ditto. 

An alternative (more complex?) would perhaps be to trigger an immediate ACK if 
a CE marked packet is received and there has been no CE marked packets for a 
max_ack_delay duration, otherwise one follow the normal rules according to 
ACK_FREQUENCY ?
