Hi, I'll try to answer the specific question on the IPR declaration since it was proposed by TIM.
In reality there are no differences in the IPR declaration between the two drafts. The same IPR declaration [2] was also presented for the draft-mdt-quic-explicit-measurements, since in the document is described a loss measurement/marking methodology covered by that patent. This draft presents the implementation of RFC 9506 "Explicit Host-to-Network Flow Measurements Techniques" for QUIC. It is based on an earlier work presented at QUIC WG some years ago, and it has a number of research and industry implementations. Giuseppe Fioccola is attending IETF 119 in-person, and he would be the presenter. I'm afraid our agenda is very busy this time around. We've not seen this document brought to the list for discussion. So on the balance of time and interest we can't fit in this time around. I'd encourage you to share your draft and supporting information to the list so that the chairs can get a better understanding of WG interest ahead of the next meeting. In addition, the relationship of this work to draft-ferrieuxhamchaoui-quic-lossbits is not clear to me, and there was an declation [1] on that older draft.
