I'll try to answer the specific question on the IPR declaration since it was 
proposed by TIM.

In reality there are no differences in the IPR declaration between the two 
drafts. The same IPR declaration [2] was also presented for the 
draft-mdt-quic-explicit-measurements, since in the document is described a loss 
measurement/marking methodology covered by that patent.

In addition, the relationship of this work to 
draft-ferrieuxhamchaoui-quic-lossbits is not clear to me, and there was an 
declation [1] on that older draft.
