Nope I haven't reported it.

To reproduce:

1 create folder and enable blog
2. manage portlets
      you can't remove any quills portlets here just add

3. you can't remove portlets under control panel -> portal types since  
they are registered for an interface not a portal type.

If 2 or 3 works for you then it's something on my setup.
