"quilt files --combine" doesn't actually combine patches. It combines lists of files contained in the said patches. It works for me, although I was disappointed to see that it doesn't drop duplicates from the list. I'd prefer it to do, but maybe there is a reason to the current implementation beyond its simplicity. If you want to only get the changes made to one file (or a given list of files), just append the name of the file(s) to your "quilt diff --combine" command.
