looks like a bug in quixote for all I know.
Not really a bug. If you want to use the basic form css inside an
html template,
you should wrap it with a call to htmltext(). The basic form css is
a str because
it might also be combined with other css strings and returned in a
text/css document,
and for that, you would not want any html quoting.
