OK, it's mod_expires.  Apple's configurator has it expire everything 
in 1 minute, with longer for certain mime types.  I put the following
in the virtual hosts:

<IfModule mod_expires.c>
    ExpiresActive off
</IfModule>

That fixes the categories pages, at least in my initial testing.
