I *think* the quixote scgi server will not work under Windows
because the passfd.c module needs something that is not available
there.  Is that wrong, or is there another scgi server that
people are using on Windows?

There is the threaded SCGI server in flup: http://www.saddi.com/software/flup/

It has a forking version too, but there's no fork on Windows. I don't know how well Quixote works in threads at this point.
